Why is it when I visit Houston my hair goes nuts even with product but in other cities i don't need product?

IN other cities my hair looks gorgeous and if soft and not frizzy without product.
I visit houston not that often but when i do it looks like I'm a troll: frizzy burnt icy and I used tons of product!
