Where can I find info on euthanizing animals in Texas or even Houston?

I recently heard of a law either being worked on or passed stating that when an animal is euthanized it must be in a separate room from and out of sight of other animals. Bassically, other animals can't see another being euthanized. The purpose of the law is to reduce the stress on the animals. I don't know whether this is a Texas law or if it is just a Houston law. Please help me - this is for work.

check out the SPCA website my mom's boyfriend used to euthanize animals there they have it for sure.

It is part of the "Guide for the Use of Animals in Research". The requirement is about 6 years old and It does require that animals not be subjected to the sight of another animal being euthanized or smell of blood or viscera.
