How to get health insurance for senior US resident living in Houston, Texas?

She is 68 years old, has lived in the US as a resident for one year. She is not eligible for medicare or medicaid because she is not in the low income target population and for medicare she has to be living in the US for at least five years.
In Texas, like many other states, they don't sell private insurance to seniors. Does anyone know of any kind of insurance that we can buy for her, public or private?

As from what I know similar consultation Agencies have been quite working quite successfully at other states.

You can also check with Area Aging and Disabilities Service if they can refer you to a right direction. And here is another link to online resources that might have information you need:

One more option would be to fill out your information on Medicare website, Go to "find and compare health care plans", and see if you could find some information that way:

tmvijai 		health-quotes.isgreat.org - my family have this health insurance. It is affordable and has good coverage for dental issues.
